They are ten monolith spreads around the underworld. Once certain beast killed and it's symbol ignited, killing it again before defeating the Divine Beast corresponding to it will have no effect. Each defeated elite beast will ignite their symbol at the monolith. The seven symbols refers to the bronze and silver elite beast that you need to defeat. In order to spawn a divine beast, you must activate/ignite all seven symbols at their corresponding monolith.
